Down payment assistance isn't one federal program โ€” it's a patchwork of state housing finance agency programs, local city/county programs, and nonprofit-run funds. That's why there's no single national application: the right program depends entirely on where you're buying.

What to Do Once You Find Your State's Page

HUD's state page will point you toward your state's housing finance agency and a list of HUD-approved housing counseling agencies. From there:

  1. Check your state housing finance agency's site for current down payment assistance programs and income limits.
  2. Consider talking to a HUD-approved housing counselor โ€” many offer this for free and can flag programs a quick search might miss.
  3. Ask your lender directly which state or local programs they're set up to process โ€” not every lender participates in every program.
Is down payment assistance free money?
It depends on the program. Some are true grants that never need to be repaid. Others are low-interest or forgivable second loans โ€” forgiven after you live in the home for a set number of years. Always read the specific program's terms before assuming it's free.
Do I have to be a first-time buyer to qualify?
Many programs are limited to first-time buyers, but the definition is often broader than it sounds โ€” HUD generally counts you as a first-time buyer if you haven't owned a home in the past three years, even if you've owned before that.
Are these programs the same in every state?
